The Demise of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are released from various governments. Considerable effort is allocated on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through up-to-date information. From observation points, military aircraft that had been scrambled to engage hostile cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through Western nations. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.

Continuous Dangers

Soon after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in many homes as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The 28-point plan from Washington generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.

Political Considerations

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a complete military breakdown until conditions improve in its benefit.

Current Realities

Objectively, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all did their job.

While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
